A safety switch that does not trip when it should can turn a minor appliance fault into a serious electrical shock risk. So, are RCDs mandatory? In many NSW installations, yes – particularly for new electrical work, upgraded circuits and common final subcircuits in homes and workplaces. The exact answer depends on the property, the circuit, its purpose and when the electrical installation was completed.
An RCD is one of the most effective protections in a modern switchboard, but it is not a substitute for safe wiring, correct circuit protection or qualified electrical work. For Sydney property owners, landlords and business operators, knowing where RCD protection is required helps you plan upgrades properly and avoid compliance issues when work is carried out.
What is an RCD and what does it do?
An RCD, commonly called a safety switch, monitors the electrical current flowing through a circuit. Under normal conditions, the current travelling out on the active conductor should return on the neutral conductor. If the RCD detects an imbalance – such as electricity travelling through a person, damaged appliance or faulty cable to earth – it disconnects the supply very quickly.
This differs from a circuit breaker. A circuit breaker protects cables and equipment from overcurrent and short circuits. An RCD is designed to provide additional protection against electric shock and earth-leakage faults. Many modern switchboards use RCBOs, which combine both functions in one device for an individual circuit.
RCDs can reduce the severity of an electrical incident, but they do not make unsafe equipment safe. Damaged leads, exposed wiring, water around electrical equipment and unlicensed alterations must always be addressed at the source.
Are RCDs mandatory for homes in NSW?
For new domestic electrical installations and many alterations or additions, current Australian wiring rules require RCD protection on relevant final subcircuits. In practical terms, that commonly includes power outlet circuits, lighting circuits and other circuits within a home. The requirements are set out through Australian Standards, including AS/NZS 3000, often referred to as the Wiring Rules.
If you are building a new home, renovating, adding a room, installing new circuits or replacing significant sections of wiring, RCD protection will usually form part of the compliant electrical design. Your electrician should assess the work as a whole rather than simply replace one component and leave an unsafe or non-compliant arrangement behind.
Older homes are more nuanced. A switchboard installed years ago may not have every RCD that would be required in a new installation today. Rules are not always retrospectively applied to every untouched circuit solely because standards have changed. However, once electrical work alters, extends or replaces a circuit, current requirements may apply to that work and the affected installation.
That does not mean an older switchboard should be ignored. Ceramic fuses, crowded enclosures, deteriorated cabling, missing circuit identification and a lack of safety switches are all strong reasons to arrange an electrical inspection. An upgrade can provide meaningful safety benefits even where a full replacement is not immediately mandated.
Rental properties need particular attention
Landlords have a duty to provide a property that is safe and in reasonable repair. While the legal position can depend on the specific property and work being completed, relying on an old switchboard without safety switch protection is not a sensible approach to tenant safety.
Before a new tenancy, after a major renovation or when repeated electrical faults occur, a licensed electrician can inspect the installation and identify practical upgrade options. This is especially worthwhile where tenants use portable appliances in kitchens, laundries, bathrooms, garages or outdoor areas.
When are RCDs mandatory in commercial and industrial sites?
Commercial and industrial sites are not treated exactly the same as a standard home. The type of equipment, circuit rating, environment and work activities all matter. Yet RCD protection is commonly required for socket-outlet circuits and other final subcircuits where people could be exposed to electric shock, particularly on new work and alterations.
Workplaces often have extra risk factors: portable tools, cleaning equipment, outdoor power, washdown areas, temporary supplies, damaged leads and equipment used by multiple staff members. Construction and maintenance environments can carry further obligations for testing, inspection and protection of portable electrical equipment.
Not every circuit should be handled with a one-size-fits-all solution. For example, a business may need to prevent a fault on one appliance from shutting down an entire tenancy, refrigeration system or production area. Individual RCBOs can offer a more selective arrangement, limiting disruption while still providing the required protection. The right design balances safety, compliance and operational continuity.
For retail, office and hospitality sites, an electrical fit-out should also account for data cabling, kitchen equipment, lighting, signage, air conditioning and future load requirements. Adding safety devices without checking circuit capacity, earthing and switchboard condition can create ongoing nuisance tripping rather than a reliable result.
Situations where the answer depends
The question of whether an RCD is mandatory is rarely answered by looking at the switchboard alone. A licensed electrician needs to consider the circuit and the scope of work.
An existing circuit that has not been altered may be treated differently from a new circuit installed during a renovation. A hard-wired appliance may have different requirements from a general-purpose power outlet. Equipment in a wet area, outside, near a pool or used for portable tools can require additional consideration due to the higher likelihood of exposure to moisture or physical damage.
Solar and battery installations also need careful planning. Inverters, battery systems and associated protection devices must be selected and installed to suit the equipment manufacturer’s requirements and applicable Australian Standards. The type of RCD matters, as some electrical equipment can produce characteristics that are not suitable for every device type. This is not a job for a generic switchboard upgrade or an unqualified installer.
How to tell if your switchboard has RCD protection
Most RCDs and RCBOs have a clearly marked test button, often labelled “T” or “Test”. They may also display wording such as “safety switch” or an earth-leakage rating such as 30 mA. However, labels can be missing, devices can be incorrectly connected and an RCD may protect only some circuits rather than the entire property.
A quick visual check can be useful, but it is not a compliance assessment. If your board has old rewireable fuses, no test buttons, unexplained tripping or unlabeled circuits, arrange for a licensed electrician to inspect it.
RCDs should also be tested using their test button at the interval recommended by the manufacturer. If the device does not trip, will not reset, trips repeatedly or causes a burning smell, do not keep resetting it. Switch off affected equipment where safe to do so and arrange urgent electrical assistance.
Common problems found during RCD upgrades
Installing an RCD can reveal faults that have been hidden by an older switchboard. This is often a good outcome: the device is detecting leakage that needs attention. The cause may be a deteriorated appliance, a damaged underground cable, moisture in an outdoor fitting, incorrect neutral connections or ageing wiring.
Nuisance tripping should never be solved by removing or bypassing RCD protection. The fault needs to be identified through proper testing. In some cases, separating circuits or installing individual RCBOs will improve fault isolation. In others, an appliance or section of cable needs repair or replacement.
A professional upgrade should include clear circuit labelling, appropriate protective devices, testing and electrical documentation for the completed work. It should also leave enough capacity for sensible future additions, such as air conditioning, EV charging, solar or a home battery.
When to arrange an inspection
Book an inspection if you are buying an older property, planning renovations, managing a rental, fitting out a business or experiencing repeated trips. It is also wise to check the switchboard before installing high-load equipment such as an electric hot water system, induction cooktop, EV charger, solar inverter or battery storage.
